Return of the Living Dead 4: Necropolis
In order to fully appreciate this film, you must approach the art with the same perspective that the producers—nay, the artists—behind it did, when they realized the following:
Russian actors plus American voice talent is cheaper than American actors
Our story opens in (you guessed it) Russia, as the one name actor travels to Chernobyl to set up the plot points and kill the extras/zombies he went with.
We then transition to America. You can tell it's America because the signs are mostly in English. Also, all the minor characters speak unaccented English, especially if you don't look too closely at their mouths.
The other important point to remember: when infiltrating a possible zombie stronghold, always make careful note of which room has all the guns in it.
